Research Support Fund

The (RSF) helps Canadian post-secondary institutions and affiliated research hospitals/institutes with the indirect or “hidden costs” associated with federally funded research. RSF funding enables the government to maintain and enhance its significant research investments and help Canadian post-secondary institutions and research hospitals/institutes pursue and achieve research excellence and maintain world-class research environments.

Indirect Costs of research are shared, operational, and research support activities/expenses that are not directly traceable to specific research programs/projects, but are essential for research to take place.  Examples of research indirect costs are:

  • Maintaining/repairing/upgrading research infrastructure (e.g., updated labs, equipment and libraries).
  • IT and operating costs (computer hardware/software and support, telephone, internet, supplies, custodial, heat, water, electricity).
  • Research administration (grants and contracts administration, regulatory and legislated reporting requirements, communications, human resources, payroll and accounting, research ethics support, environmental and occupational health, legal and insurance costs).
  • Intellectual property and technology transfer costs associated with transferring discoveries and innovations from academia to the private, public and not-for-profit sectors.

RSF is administered by the Tri-Agency (Canadian Institutes of Health Research, Natural Sciences and Engineering Research Council and the Social Sciences and Humanities Research Council) Institutional Program Secretariat.

How RSF funds are calculated

Universities must apply for the RSF annually. The actual amount awarded each year is based on UºÚÁϲ»´òìÈ averaged Tri-Agency funding received in the previous three years. Credit is also given for affiliate organizations.

AFFILIATED ORGANIZATIONS

Affiliate organizations are places where federally funded research is conducted and contributes to the applicant institution research excellence, and/or the applicant institution incurs indirect costs for federally funded research conducted at one of its affiliate institutions. UºÚÁϲ»´òìÈ has one affiliated institution - ºÚÁϲ»´òìÈ Health Services.

UºÚÁϲ»´òìÈ RSF FUNDING

In 2023/24, UºÚÁϲ»´òìÈ received $17,397,904 in RSF funds. Since 2006, UºÚÁϲ»´òìÈ has received over $312 million to help support indirect costs of research, the  expenditures incurred as a result of direct research funding but not attributable to any specific research project. Examples of these indirect costs include:

  • Updating lab space and equipment to meet new safety standards and to maintain Canadian Council on Animal Care (CCAC) accreditation
  • Subscription to online library resources including Canadian Research Knowledge Network (CRKN) and ongoing renewals of licenses for databases and electronic research journals
  • Computer hardware/software support to assist researchers in managing their research data 
  • Research administration support such as grants and contracts administration and research ethics support

Incremental Project Grants

(IPG) is a stream of additional RSF funding that began in 2018 to further support indirect costs to research. IPG funding focuses on specific projects that can span all the RSF eligible expense categories, with these priorities:

  • innovation and commercialization activities;
  • facilities renewal, including deferred maintenance;
  • information resources, including digital resources, open access and databases; and
  • equity, diversity and faculty renewal (in the context of equity, diversity and inclusion).

In 2023/24, UºÚÁϲ»´òìÈ received $3,678,526 in IPG funds. Since 2018, UºÚÁϲ»´òìÈ has received over $17.8 million in IPG funding.

Incremental Project Grants Allocations and Performance Objectives

RESEARCH SECURITY

was introduced in 2022 as the fifth priority of Incremental Project Grants.  This funding aims to further support the activities related to the indirect costs of research and the , with the objective to “build capacity within postsecondary institutions to identify, assess and mitigate the potential risks to research security.”

In 2023/24, UºÚÁϲ»´òìÈ received $1,461,151 in Research Security funds.  Since 2022, UºÚÁϲ»´òìÈ has received over $2.8 million in RS funding.
